Steven Hutchins, 54, community provider

Memorial services will be held at 11:30 a.m. on July 6 at Shiloh Apostolic Temple, 15th and Master streets, for Steven Hutchins.

Mr. Hutchins, 54, of West Philadelphia, died June 17.

Born in Philadelphia to Muriel Hutchins and Robert Hutchins Sr., he was a graduate of West Catholic High School and earned a bachelor’s degree in business administration from Lincoln University’s School of Business Administration in 1978. He also studied at Temple University and earned a master of human services degree from Lincoln University in 1984.

He studied at the Fielding Institute/Cambridge College in Cambridge, Mass., where he earned a doctorate in educational leadership and change.

A member of the U.S. Army Reserves since 1986, he served in Operation Desert Storm in 1990–91. He served in the Middle East with the 7th Medical Command.

While pursuing other occupations, Mr. Hutchins taught as an adjunct professor at Lincoln and Philadelphia universities. He also served as director of special needs, health care and educational development for Oxford/Oaktree Health Plans, Gaudenzia Inc., PRWT Inc. and Magellan Behavioral Health Systems.

His most recent work was helping people with drug and behavioral problems with the STOP (Sobriety Through OutPatient, Inc.) program. He was a former teacher with the Opportunities Industrialization Center’s literacy program.

Mr. Hutchins served as a corrections supervisor and homeless shelter resident coordinator for Volunteers of America.

He evaluated inmates in the county penal system to determine their level of care, placement and referral. He also gave written reports to judges attorneys and treatment providers. He worked with the District Attorney’s Office, the defenders association and municipal judges to determine treatment plans for inmates.

In addition to his parents, he his survived by his sister, Barbara Hutchins Corsey and his brother, Robert Hutchins Jr.

In lieu of flowers donations may be made to the Penn Transplant Institute, University of Pennsylvania Hospital, 3400 Spruce St., Philadelphia, Pa.
